Housing Mandates on the Ballot: What GVR Mayoral Candidates Are Actually Committing To
GVR's mayoral race reveals stark divides on density, Missing Middle housing, and provincial legislation—here's what candidates are promising.

With municipal elections set for October 17, 2026, housing policy has emerged as a defining issue across the Greater Vancouver Region. The BC Real Estate Association’s analysis of mayoral platforms reveals three distinct approaches to the region’s affordability crisis—and they couldn’t be more different.
The Anti-Density Coalition
Some candidates are doubling down on growth restrictions. Anmore’s unopposed Doug Richardson explicitly opposes apartment-scale density, citing concerns about environmental sensitivity. Belcarra’s Jamie Ross (incumbent) wants the BC Government to repeal three major housing statutes—the Housing and Municipal Affairs Statutes Amendment Act, the Housing Statutes (Residential Development) Amendment Act, and the Housing Statutes (Transit-Oriented Areas) Amendment Act. This represents a direct challenge to provincial housing mandates.
The Missing Middle Pragmatists
Other candidates are embracing incremental solutions. Burnaby’s Hanzhi Wang supports Missing Middle housing and simpler approvals for mid-sized development, while proposing to phase out per-unit development charges. Coquitlam candidates Craig Hodge, Madhavee Inamdar, and Trish Mandewo all prioritize townhouses, family-sized rentals, and co-op housing alongside strategic density.
The Rental-First Approach
Mike Hurley (Burnaby incumbent) commits to 1,000 new affordable rental homes through the Burnaby Housing Authority while supporting faster approvals. Bowen Island’s Andrew Leonard proposes below-market mixed-use rental projects on community lands.
What This Means for Buyers
These platforms signal where development will face friction versus acceleration. Municipalities opposing provincial legislation may see slower approvals and higher costs passed to buyers. Those embracing Missing Middle housing could see more diverse inventory and moderate pricing pressure.
Understanding local political direction helps buyers anticipate market shifts in their target communities.
